EIP-8365 proposed: retire 0x00 BLS withdrawal credentials. Active 0x00 validators exit at a capped rate per epoch; new 0x00 deposits rejected. ~9,300 validators (~343k ETH) stalled post-Capella; some keys lost. BLSToExecutionChange stays open for recovery. Staged deprecation: retire, drain, remove. Feedback sought on MAX_RETIREMENTS_PER_EPOCH, deposit guard, operators.
