Launch Anchor 0.1.0 Rust SSV Client for Hoodi Testnet

Anchor 0.1.0, Sigma Prime's Rust SSV client, launched for Hoodi testnet. It interoperates with SSV Labs' Golang client. Requires execution node endpoints and consensus client. Supports committee sizes 4-13 operators (fault tolerance n≥3f+1). Sync committee aggregation failures noted. Use anchor keygen for keys, Docker or source install. Validator setup via app.ssv.network with 32 ETH and testnet SSV tokens. Mainnet disabled.
