Launch ZKnomics Staking Pilot with 35M ZK Rewards

The ZKnomics Token Staking Pilot runs six months in two 3-month seasons with 10M ZK and 25M ZK reward caps per season. It seeks to boost active voting power from ~1B to ~2B ZK by rewarding delegates voting in 2+ of the last 5 proposals. Staking uses audited Tally contracts. Governance via Program Admin multisig (4/7) oversees execution and security.
