Validator Rejects Adversarial Balancing Layer Schemes Immediately Effective

Early Rejection of Adversarial BALs EIP-7928 proposal enables parallel execution and batch I/O for block validation. However, current spec introduces asymmetry that allows malicious builders to force unnecessary work during invalid block validation. This prevents scalability by allowing clients to prefetch too much state while executing valid blocks. A simple gas-budget check can mitigate this issue.
