GitHub Automates Merge of EIP Pull Requests with New Rules

GitHub updates merge rules for EIP pull requests. EIP authors must use template from https://github.com/ethereum/EIPS/blob/master/eip-template.md A GitHub bot immediately merges eligible PRs if edits are limited to existing drafts, build passes and author matches criteria, including publicly listed email address. Author match required for automated merger, no manual approvals needed.
