Automate Idle DAO Funds Consolidation into ATMC Portfolio

Proposal automates surplus capital from DAOs to ATMC portfolio, bypassing treasury and governance delays. DDA v2 ended with ~$380K idle stablecoins; Arbitrum DAO Grant holds ~4.8M USDC, 2.2M committed. These funds will consolidate to ATMC for yield generation, subject to OAT approval.
