Lido DAO Revamps Rewards Share Committee to Align with GOOSE-3 Goals

Lido DAO proposes reforming the Rewards Share Committee to align with GOOSE-3 goals. Update includes new functions for paying rebates and supporting stVaults integrations. Rewards Share Program has been updated to reflect these changes. New members, including Willem H, will join while adcv, robingop, skelkneko, and zuzu_eeka depart. Proposed quorum is 3/5 with new committee composition taking effect immediately.
