Enable QUIC p2p by Default in v26.7.0

QUIC p2p protocol now enabled by default in v26.7.0, with new UDP ports 9001 (IPv4) and 9091 (IPv6). Windows support dropped; JDK 25 required since v26.6.0. Added CLI flags for QUIC port config. Fixed RPC rate-limited peer reconnections and missing Docker CPU metric. QUIC handshake log noise to be removed next release.
