Nethermind 1.39.2 Patches 17 CVEs, Mandatory Update

Nethermind 1.39.2 patch release fixes 17 CVEs via .NET 10.0.10 update. Mandatory for all node operators. Adds configurable eth_getLogs block-range limit (Receipt.MaxBlockDepth, default 10,000), rejecting excess requests with error 32602. Set to 0 to disable. Includes routine dependency bumps.
