EIP-7702 Upgrade Brings Major Fixes and New Features

@AskAlexSharov adds eth_getLogs receipts availability check, warning users about --persist.receipts and --prune.mode=minimal in #19226. Chiado boot nodes updated by @sudeepdino008 with cherry-pick #18867 in #19241. 22 bugfixes address issues including minor fix ChainTip merge/compress impact reduction. EIP-7702 version 3.3.7 to v3.3.8 released with these and more changes, now available for Ethereum developers to update.
