Update Venom v0.4.1b3 Adds Parser and Critical Fixes

Version v0.4.1b3 updates venom with a new parser by @Philogy (#4381). Fixes by @charles-cooper include duplicate allocas (#4321) and missing extcodesize+hash effects (#4373). Python 3.13 tests enabled by @pcaversaccio (#4386). @tserg fixed overflow check (#4385). @sandbubbles added errors to map (#4286) and fixed syntax exceptions filename (#4343). ABI encoding validation fixed (#4369).
