EigenLayer Proposes 7-Day Slashing Redistribution Delay With Pauser Multisig

EigenLayer proposes a 7-day delay between AVS slashing and asset redistribution, plus a pauser multisig function to block redistribution during security events. External threats to AVSs and Operators, including inactive ones with delegations, drove the change. Full text is in the ELIP repo.
