Propose Protocol Maturity and Ossification Framework

Ethereum lacks a process for defining protocol maturity and eventual ossification. Proposal: a Meta EIP establishing a framework to classify protocol properties—Active, Stabilizing, Ossification Candidate, Ossified—with increasing burdens of proof for changes. This distinct mechanism would document finality from protocol-property finality, ensuring explicit social consensus on what is permanent.
