Access List Abuse Sparks Calldata Price Surge Proposal

EIP-7623 is circumvented by access list data exploitation. Transaction access lists are essentially free, inflating worst-case block sizes again. Proposed repricing options: EIP-7981: charges access lists with calldata costs. EIP-7976: raises calldata price to 15/60 gas for heavy transactions or flat 64/64 gas per byte. Option 2 achieves predictability and lower worst-case block sizes of 2.25 MiB or 4 MiB.
