Lodestar v1.7.0-alpha.8 Adds Fast Confirmation Metrics

Lodestar v1.7.0-alpha.8 adds fast confirmation metrics and EIP-8045, excluding slashed validators from proposing. Proposer now reorgs late or unavailable payloads. Bumped codecov-action to v6.0.2. Fixed missedSlotVote and prev_randao bid rejection. Removed v1 block publishing and attestation endpoints. Gossipsub upgraded to v16.0.2.
