Ethereum Dependency Upgrade Brings Bug Fixes and Improvements Now

Upgraded Ethereum development dependencies for bug fixes and improvements. EIPP-7702: Update io.grpc to 1.79, opentelemetry to 1.59, jc-kzg-4844 to 2.1.6, and bouncycastle to 1.83. Explicit checker-qual constraints added for Guava 33.5.0. Fixed RestrictedDefaultHandler constructor with prometheus 1.5.0 API change. Co-authored by Claude Sonnet (4.6) and Simon Dudley (Consensys).
