Developer Fixes Major Blemish with EIP-6888 Overhaul Proposal

Protocol developer submits EIP-6888 pull request. Fixes minor typos in section header from "Contidions" to "Conditions". Updates JUMPO opcode logic referencing correct overflow flag. The corrections are now live on GitHub. This fixes small errors that would not impact major functionality but improve readability and accuracy of the specification documents. No code changes made. EIP status remains unchanged as draft.
