Optimize Lodestar v1.44.0 With Circuit Breaker, Performance Boosts

Lodestar v1.44.0 adds a circuit breaker for gloas block production (#9598). It emits payload_attestation_message SSE events and aligns proposer preferences with the latest spec. Bug fixes include rejecting expensive beacon state requests while syncing and fixing proposer boost comparisons. Performance improved by memoizing fast confirmation total active balance.
