Introduce Committee Model to Overhaul SPP3 Funding Allocation

Season 1 and 2 of the SPP funded ENS projects. Proposal suggests replacing the Delegate Model with a 3-7 member Committee Model for SPP3. The DAO sets budget and principles, picks or elects the committee. The committee reviews, meets applicants, negotiates funding (e.g., $500k to $400k), then submits proposals for DAO onchain approval. Delegates vote to reject or approve models.
