Ethereum Improves Encoding Efficiency with Update to Branchless Normalization

EIP-8024 introduced changes to improve the efficiency of encoding swaps, adding two new swappable pairs to `EXCHANGE`. The updates normalize immediates to a contiguous range in a branchless way. Suggested by @chfast on Ethereum Magicians, this change aims to enhance gas optimization and performance. Two new swap options are now available for use in exchange code.
