Upgrade Solidity Compiler with Custom Errors and Faster Compilation

Solidity Compiler v0.8.27 adds require with custom errors in legacy pipeline and caches optimized IR to speed compilation. It supports EVM Prague and PUSH0 instructions. SMTChecker swaps CVC4 for cvc5 and adds CHC engine checks. New transient storage layout outputs are available. Bug fixes resolve assembler ICE, parser errors, and typechecker segfaults. Multiple contributors enabled this release.
