Launch Hexcast v0.4.1rc2 with Enhanced Coverage and Features

Hexcast v0.4.1rc2 updates coverage jobs (@tserg) and adds comma-separated output format (@antazoey). It introduces a hevm harness, function inliner, and -Werror/-Wnone options (@charles-cooper, @harkal). Fixes include print() schema >32 bytes and constant literal iteration. Refactors replace bb.mark_for_removal with make_nop(). Build jobs update Ubuntu image; FUNDING.yml adds giveth. Contributors drive improvements across tests, tools, and venom.
