Lodestar Oracle Proposal Replaces Silent GRC-009 QoS Failure

GRC-009 (RFC) proposes replacing The Graph's V1 QoS oracle after it silently failed for 34 days. Lodestar's @cargopete authors the design: publisher emits events on Arbitrum, no IPFS pointers, indexed by nuthatch nest—anyone can reproduce results. Five anti-silent-failure requirements are normative: data age, publisher liveness, decoder acceptance, null-not-zero absence.
