RowDAS Shifts Blob Reconstruction to Distributed Model, Cutting Supernode Load

EIP-8371 introduces RowDAS, a distributed blob reconstruction method. PeerDAS forces supernodes to handle full reconstruction, a burden scaling linearly with blob count. RowDAS shifts this to a distributed model using partial messages and row topics. This lets all nodes contribute, cutting supernode load and boosting DAS resilience.
