ERC Introduces Parameterized Storage Keys in Major Blockchain Upgrade

PR adds ERC-8119: Parameterized Storage Keys, a standard for parameterized string keys in EVM storage. Uses colon and space separator (`: `) to represent multiple instances. Backwards compatible with existing implementations. Compatible with all EVM languages. This format was inspired by TOON, developed by Johann Schopplich. ERC-8119 is used by standards like ERC-8048 and ERC-8049 for onchain metadata.
