Cyberpaisa proposes ERC-8172 metadata update extension with cooldowns introduced

Ethereum contributor Cyberpaisa proposes ERC-8172, an opt-in extension to ERC-8004, which delays metadata update changes by introducing a cooldown period for agent URI updates. This allows monitoring systems and users time to react before changes take effect. New functions and events are added; fully backward-compatible with ERC-8004. Cooldown duration and security trade-offs are up for discussion.
