StarkWare Cuts Delegation to 31 Validators

StarkWare shrinks delegation to up to 31 validators, from 130+. Route A gets 26 recipients with 15M-20M STRK each; Route B gets 5 with 5M STRK. Validators must show 99% mainnet liveness. Changes take effect in five weeks. Existing delegations withdrawn after submission window.
