Introduce Account Abstraction with Configurable Onchain Verification

EIP-2718 draft introduces account abstraction via onchain account configurations and verifiers (K1, P256, BLS, WebAuthn). It supports permissionless deployment of new signature algorithms as EVM contracts, including post-quantum schemes. Features include gas sponsorship, two-phase execution, cross-chain key management, and CREATE2 initialization. Compatible with EIP-7702 and ERC-4337. Enables native state validation and safer mempool optimizations. Full spec at EIPs repo.
