Approves 64M ZK Donation to ZKsync Association

ZKsync Token Assembly approved a 64M ZK ($1.6M at $0.025) donation to ZKsync Association under TPP v1.0 in February 2026. The capped minter contract ZksyncAssociation_Parent_2026 will mint from Feb 9, 2026 to Mar 31, 2027. A 4/6 multisig controls admin roles. The non-profit Austrian entity stewards ZK Token issuance, governance contracts, and MiCA White Paper compliance.
