GitHub Proposes Simple Test to Gauge ERC-5485's Optimized Impact

GitHub issues/1572 proposes a simple test PR to measure HTMLProofer CI time without optimization, using the current workflow. The PR adds one comma to ERC-5485 via unmodified CI. Results will compare against #1574's incremental build from #1573. Tracking can be found at ethereum ERCs/issues/1572. This is a benchmarking test only and should not be merged for now. It affects all users of the current workflow.
