Core Devs Unveil Updated EIP-8037 Specs for Thorough Testing Ahead

EIP-8037 specs are updated on GitHub for testing. Client teams must prepare for readiness checks. Client readiness gas limit remains TBD due to state bloat issues, per perf-devnet-2 updates. Implementations progress on bal-devnet-3, blob-devnet-0, epbs-devnet-0 and glamsterdam's bal-devnet-2.
