ERC-8370 Binds Child Agents to Inheritable Mandates

Draft ERC proposes soulbound agent mandates inherited by child agents. Every clause — cap, expiry, reproduction budget, payees, freeze — binds descendants via child ⊆ parent. Telomere counter limits spawning. Prototype on Base Sepolia passes ERC-8312 conformance suite 9/9. Gap remains: metering isn't enforcement; agents can migrate chains; sibling aggregate spend unbounded.
