Fix v0.4.1rc1 Bugs and Boost CI with Optimizations

Version update from v0.4.1b4 to v0.4.1rc1 fixes staticall typo and hex string tokenization errors by @charles-cooper (#4438, #4406). String literal encoding and precompile assertion bugs also fixed. CI upgrades include codecov v5 action and upload-artifact v4 by @tserg (#4437, #4445). Venom gains binop optimizations (#4281). Refactors remove VyperNode hash/equality and ASTTokens. Separate codecov upload job added.
