Reconstructing Ethereum Authority From Declared Governance Evidence

Ethereum governance evidence is observable, but authority isn't directly visible. This creates an Authority Visibility Problem. The paper proposes a deterministic reconstruction pipeline from declared structure through verification, using the Ethereum Transparency layer (Deterministic Governance Verification for Ethereum) framework. It organizes fragmented evidence into connected representations. Authority continuity is reconstructable under assumptions; governance assessment becomes consistent and replayable.
