Ethereum Protocol Updated as FOCIL Achieves Crucial Soft-Fork-Inclusion Status

FOCIL has been Soft-Fork-Included (SFI'd) into the Ethereum protocol. Development updates are merged into spec updates with a new FOCIL proposal on GitHub.
